By nature, this commandment is very much involved in the conscience of a person, don't you think? Love someone as you love yourself. Love someone how you want to be loved. This definitely involves the conscience of each Israelite.

As for Islam, even it will be unenforced for a time against Israel. Even Islam will be peaceful toward Israel for a time. The book of The Revelation talks about a peace that will be given to Israel for 3 and 1/2 years. After 3 and 1/2 years it will be broken. This book talks about what is future. One world government has not happened yet.

It is taught that Israel will be offered 7 years of peace, but after 3 and 1/2 years, the peace will be taken away. Perhaps, the verse 14 refers to Israel fleeing after the 7 years of peace have been broken.
Let me look into more of the Bible to provide more information about the 7 years.
