The book of The Revelation talks about a peace that will be given to Israel for 3 and 1/2 years. After 3 and 1/2 years it will be broken. This book talks about what is future. One world government has not happened yet.

It is taught that Israel will be offered 7 years of peace, but after 3 and 1/2 years, the peace will be taken away. Perhaps, the verse 14 refers to Israel fleeing after the 7 years of peace have been broken.
Let me look into more of the Bible to provide more information about the 7 years.
