edit:
Does the state protect children against sexual abuse, I frankly don't think
so. If they really wanted too, keeping an eye on abortion clinics would be
a major concern where under age girls are turning up with child. The money
it seems being generated there is more important than the kids.
sorry, i guess you meant this question. i live in the uk. i would say the state do decent job of protecting children. although i think more money should be spent on social services to increase the protection we can give them.
we dont charge for abortion in the uk, so no profits are made.
edit: your turn, why do you think the state should protect children from sexual abuse?

to get at?
Nothing is free, someone is making money unless all of your doctors or
whoever are doing abortions are killing the unborn out of the "goodness" of
their hearts.
Does the government go after the people who caused the girls to be with
child? If not why not? If they are not going after them, do you think that
your government should protect children from sexual abuse?

im not trying to 'get at' anything, im trying to understand you. sometimes its easier to break things down to reach an understanding. currently do not understand how you arrive at the decision of when the state should get involved. by answering my questions, it may help me understand your view.

doctors get paid, so yes people make money. i dont think anybody (in the uk) would accuse doctors working in the nhs as 'doing it for the money'.

im not clear on the questions here. are the first two referring to abortion or child abuse?
as for the last question, yes i think governments should protect children from child abuse.
your turn: why should governments protect children from sexual abuse?

My question was if you know an under age girl ends up with child, than
we know someone got her that way. So, are there processes in place to
see if she was abused, to see if several girls are being abused by a single
male. What is the government doing to protect the children? If nothing is
being done, why?

Do the parents in the OP just have the right to let their child die?

yes, in the uk there are processes in place to see if she was abused. if abuse is suspected the police are informed.
Abuse, murder those are crimes against a person so they should be stopped.
in this context how are you defining what 'abuse' is?

Yes, if it goes against a religion the state should not force it.

I've not said. If you want to follow devils, and play in that world go for it.

what you mean when you say they check for abuse. Do they find the father
and see if he is an adult? Do they feel that causing a young girl to become
with child by an adult, NOT abuse? Are you saying if she wasn't forced than
it is okay no matter who did it?
