Have been studying a three year course at chessmasterschool.com since July 2009. I think of it like Chess University and I owe a lot to their teaching.
My Understanding of the Rules here ( 3b) is that Players can make use of reference material during Games including Printed Material and Data Bases. I make use of reference materials during games including the Lessons from the Chess Masters School and My own check list.
