I got confused by this at first. However, with some research I worked out that there are actually THREE quite different openings with the name "Tarrasch":
1. The French Tarrasch variation, initiated by 3. Nd2
2. The Queen's Gambit Declined, Tarrasch variation initiated by 3. c5
3. The French Classical Variation, Tarrasch variation which is really quite erudite.
This theme refers to number 3 I believe?
